Support publishing draft notes by batch

Background

As suggested in &13041 (comment 1800978472), we want to support publishing draft notes by batch to reduce the chances of request timing out.

Proposal

Update Projects::MergeRequests::DraftNotesController#publish or introduce a new action to support publishing by list of DraftNote IDs.
