Summary

This issue is to capture the work for enabling advanced search filters in CI Catalog by tags.

Proposal

Add backend fields to support advanced tags search filters. frontend will then consume and present this information to the user when they search by tags.

Users will be able to find things like components, services, steps, packages or any other item available in the CI Catalog by tags. This will make it easier for users to find what they're interested in more quickly.
