Email notifications not grouped in a single thread

Summary
Email notifications in response to a first one are not linked / grouped in MUA (Thunderbird here).
Steps to reproduce
For example: I open a new ticket, I receive a first notification "Blabla (#4735 (closed))".
Someone replies to the ticket, I receive a notification "Re: Blabla (#4735 (closed))"
In Thunderbird, it's not grouped with the first one in a thread.
I reply to the issue, I receive another "Re: Blabla (#4735 (closed))" which is now grouped in the same thread.
The following notifications then slip into this discussion thread.

In fact, the "Re: ..." replies have these kind of metas in the headers:
In-Reply-To: <issue_30993@git.example.com>
References: <issue_30993@git.example.com>But I can't find any reference to issue_30993 in the headers of the original notification (the very first one).
What is the current bug behavior?
The first and subsequent notifications are not grouped together in the same conversation
What is the expected correct behavior?
All notifications should be grouped in a thread.
