Improve CI/CD YAML reference for include:rules

Add a section in the CI/CD YAML reference doc under include for the include:rules sub-keyword (like include:inputs). Currently, there is only a link to https://docs.gitlab.com/ee/ci/yaml/includes.html#use-rules-with-include.
