Track the number of job retries for a project's pipeline

Problem to solve
We lack the ability to see how many times a job has been retried for a particular job. The number of retries can tell us if:
- developers understand the failure reasons for the jobs and can debug easily (higher the number, the more likely it is that the failures are unknown)
- a test job is flaky (higher the number, the more likely it is that the test is flaky)

A per job list showing how often it needs to be retried.
