Sort searched labels by strength of match/similarity

Summary

When searching for labels in Manage > Labels, results are returned alphabetically by default (or other sort option if selected). Search results should typically be returned based on relevance, prioritizing exact matches.

As an example, when searching "UX"

• Accepting UX contributions is first
• UX, an exact match, is not on page 1 (except as a prioritized label).

• When searching for labels in Manage > Labels, Description should be given the lowest weight for matches. ** When searching for labels outside of the Manage > Labels, Description should not be considered (as it is not visible by default, and users cannot tell why it matched).
