Frontend: Automate the creation of Google Compute Engine Runner config to in GitLab register view

  1. Remove current gcp runner changes/specs
  2. Build out dynamic registration instructions based on platform.
  3. Build google cloud inputs
  4. Build steps UI
  5. Add test coverage

MR 2 - Jose

  1. Build modal
  2. Make API call to grab script and populate modal
  3. Add form validation where fields need to be present before making API call
  4. Add test coverage
