BE: Add feature flag for group-agent authorization for RD

Description

As a part of implementing group-agent authorization, a feature flag will be added for the controlled rollout of the feature. This feature flag will be used for verification/gatekeeping access in multiple BE/FE changes and hence it is preferable to create a separate issue for it.

For more details on how it is expected to be used, please check the technical design.

Acceptance Criteria

• Add the feature flag with default state as disabled

The outcome of this issue is to merely create a new feature flag. It must NOT be used in any place and hence should have no impact on any existing functionality
