Cycle analytics across projects

Description

I should be able to see cycle analytics of all projects, so it's easy and quick to see who is performing well and dive in.

Proposal

Under Instance statistics (see https://gitlab.com/gitlab-org/gitlab-ce/issues/41416 ) have a new view Cycle analytics in which we present a graph of cycle times and a list of all projects, sorted by their cycle time.

We would take the data of a project in each decile to send along with the usage ping, so we can gather and share world-wide cycle time statistics.
