Show selected items first in work item multi-select fields
Summary
When items in a multi-select field have been selected, show those items first in the dropdown list. This allows users to easily review all selected items regardless of pagination, and to easily unselect those items.
Items should not move immediately on selection. The next time the list is shown the item should appear at the top. If a search is applied and an item is selected, the item should appear at the top once the search is cleared.
This currently affects labels and assignees in work items.
Success criteria

Currently selected items appear first in the list in a group titled "Selected" -
Selecting an item does not immediately move position -
Newly selected items appear at the top when the search is cleared (list "resets") -
Clicking a selected item de-selects the item but does not move position until search cleared or list reopened -
Use standard sorting when search is applied (do not move selected to top)
