Project homepage with no wiki pages

Situation

Sometimes, users can see these project homepages:

Users have a preference setting to show wiki pages on a project homepage. But IDK why I didn't choose this setting, but I see wiki page for some projects.

I guess we have other settings for this feature.

Proposal

Show the fallback view if a project doesn't have a wiki. For example, default files+readme.
