[Design] Navigation for custom roles

Problem to solve

Today - the custom roles has its own section under Instance or Group Settings as "Roles and Permissions". The section only manages Custom Roles today. Does this warrant having its own Setting in the drop down?

Potential Options

• Reword to "Custom Roles"
• Add "Manage Roles" in Member View on Groups and Projects
• Other solutions...
• Keep as "Roles and Permissions"
