Allow customizing the bot account avatars

Proposal

Instance admins should be able to change the bot user avatar images added in #36269 (closed). In addition to the "GitLab Alert Bot" and "GitLab Support Bot" users that have an image, our instance also has a "Gitlab Visual Review Bot" which (besides the weird name) has no avatar set and can't be edited as well.
