POC: Code Suggestions and Chat Eclipse IDE Support

Many of our customers using Eclipse as an IDE and would like access to the AI features within eclipse. The purpose of this POC is to build an extension for the Eclipse IDE as well as understand what effort would it take to publish the extension to a marketplace.
