Add an end-to-end test that verified FIPS cryptographic settings

Problem

The published production image for -fips was incorrectly referencing the non-fips build. To prevent this from happening in the future, a new end-to-end (e2e) test is needed that validates the FIPS cryptographic policies are in effect. This will validate for both the staging and production publishes that the correct image is used.
