Add a keyboard shortcut to the Blame information in blob page

Proposal

In its current shape, you can only trigger the blame-info-in-blob page at the top of the file since the file header bar isn't sticky.

But sometimes, you're deep in the file and you'd like to know the blame information for that section of the file.

If you have to scroll to the top to trigger it, you lose your place.

If you're able to trigger it via Keyboard, you can do this whenever.

Alternatives

If we make the file header bar be sticky, this issue is not as important but still relevant.
