Highlight new inpage blame view and hide current Blame button

Proposal

Use a popover to inform the user that there is an new inpage blame view.

• Title: Blame is now in page
• Body: You can now view blame annotations directly on this page by selecting the Blame view.

Behaviour

• show the popover on the first visit programatically, without relying on a trigger from the user
• make it disappear permanently, when a user dismisses it
• make it disappear permanently, when a user clicks on the Blame button
