Log First Daily Use of Code Suggestions by User

Problem

Currently, admins lack visibility into daily user engagement with Code Suggestions. This makes it difficult for admins to manage Duo Pro seats effectively, as they can't see which users are actually engaging with Code Suggestions.

Proposal

Develop a way to log the date and time a user first had a suggestion_requested event that day.

This data should be stored in a way that is accessible by the Fulfillment team when used in the license provisioning page, so that admins can make the decision of who is allocated a Duo Pro license.
