Beta & Experiment group settings are confusing

This issue comes out of a discussion on https://gitlab.com/gitlab-com/legal-and-compliance/-/issues/1909

Problem to solve

There is a toggle in the Group Settings called "Experiment and Beta features". This only controls access to some Experiment and Beta features. Other Experiment and Beta features are controlled by their own unique toggles.

Example:

It could be confusing to users that the "Experiment and Beta features" setting does not control all Experiment and Beta features

Proposal

Change the wording of the toggle:

The toggle has a relationship with the toggle above it:
