Remove compliance pipeline input from UI

Proposal

Remove the pipeline editing input from the UI if there is no compliance pipeline configured.

If there is a compliance pipeline configured then the compliance pipeline input will not change. This is only for when one has not been configured yet.

Compliance pipelines will still be available through the API.
