Compliance center for sub-groups

Problem

Currently compliance frameworks can only be edited/added from a top level group. But the compliance center is visible in sub groups. The framework reports show but is empty. If a user adds a framework its is added to top level group.

Proposal

Add the compliance center to sub-groups level with limited abilities listed below:

Adherence report:

• Only show checks for current sub-groups projects

Violations report:

• Only show violations for current sub-groups projects

Projects report:

• Only show sub-groups projects in table
• Remove ability to add framework
• Remove bulk actions
• Remove ability to edit framework
• Remove ability to add/remove framework form project
