Set up Settings Sync endpoints in Workspaces VSCode Server

Description

As a workspaces user, I want to set up the VSCode's Settings Sync client to use GitLab's Settings Sync REST API so that I can use this feature to persist my settings across workspaces.

Acceptance Criteria

• The VSCode server injected into Workspaces has a custom product.json file that contains a configurationStore.sync object that points to the GitLab instance's Settings Sync API endpoints.
