Allow differentiation between draft-merge-request and non-draft for notifications

For the notification settings of a project it would be nice to be able to differentiate between merge-requests which are marked as "draft" and normal ones.

If I create a draft, I don't want to already inform the entire team about it because - by definition - it is not yet fully ready.
