Add 'force-push' slider for tags

In the settings->repository screen, we have a slider to 'allow force push', which allows us to turn it off, and on again. This slider is missing for tags. Surely an oversight, but leads to inconsistency in the UX and makes it for those rare cases where you have to overwrite a tag, you have to delete the rule, push the tag, re-create the rule, which is quite cumbersome. But again, having a consistent UX is also desirable.
