Inviting members from Assignees list should automatically assign to that user

Summary

Currently users can access the "Invite members" modal from the Assignees dropdown, allowing users to add members to the project from within the assignment flow. However the invited users are not assigned even when successfully added to the project.

Users should be assigned automatically when using the invite function within the assignee flow. Features that don't align to assigning a user, like inviting a new member (no existing account to assign), should not be available from this flow as they create unclear expectations around whether the user is or will be assigned.
