Allow Developers to fork projects

Current state

Only Maintainers and above are able to fork projects into a group in order to prevent Developer role users from forking projects that contain protected branches.

This has been clarified in Update documentation for role required to fork ... (!123807 - merged).

However, customers are interested in having a possibility to allow Developer role to fork project into a group.

Technical considerations

Importing projects is allowed for only Maintainers and above. This is on purpose, for security reasons, and should not be changed.
