Add instrumentation to track usage of the Google Cloud option in the runner creation flow for the GitLab + GCP Console integration for CI.

Steps

• Define an event
• Define one or more metrics
• Trigger the event

Metric Requirements

• Count of unique users that selects the Google Cloud radio option in the project view.
• Count of unique users that selects the Google Cloud radio option in the group view.
• Count of unique users that selects the Create Runner button in the project view.
• Count of unique users that selects the Create Runner button in the group view.
• Count of unique users that selects the View Runners button in the project view.
• Count of unique users that selects the View Runners button in the group view.
