Add Storage tab to render both in CE and EE

This piece is under usage_quotas_for_all_editions Feature Flag.

In order to continue with the work described in Phase 3 of &7176 (closed) we need to make the storage tab in the Usage Quotas page load in both Enterprise and Community Editions:
