Cannot enable project or group access token creation
Summary
I am using GitLab SaaS free tier. I see the message that the group (project) token creation is disabled.
If I go to the group settings I do not see any configuration to enable it. The closest I see is in the section "Permissions and group features" Service access token expiration which is always enabled and not what I need. Otherwise, the page does not mention "token".
Steps to reproduce
It is an existing project. I assume that it would occur in any project hosted in SaaS.

What is the current bug behavior?
There is no way to create group or project access tokens.
What is the expected correct behavior?
There must be a setting to enable the access token creation on the group setting page.
