Spike: Investigate License DB being unable to detect licenses for a set of Maven Packages

In #439786 (closed) PM outlined missing license to be added to License DB. The focus of this ticket is to investigate why this is happening.

We should be able to gather licenses for Maven packages that have a license identified on Maven. The purpose of this technical evaluation issue is to figure out why these licenses are missing.
