Work items: Add ability to create and manage labels from labels widget

Function the same as label creation on legacy issues. Design update is only to utilize updated disclosure component.

On selecting "Create <project|group> label"...

• Show Create label form in disclosure
  • Focus name field when opened
  • If user had a search entered, prefill the label name with the search
  • Default label color "#6699cc" is selected
• On "Create"
  • Label is created and added to available label list
  • Label is automatically selected

On selecting "Manage labels"...

• Open the current namespace Labels page
