Run pipeline when a tag is deleted

Problem to solve

Using environments it is possible to run a specific job in a CI/CD pipeline when a branch is deleted. It would be beneficial if we could do something similar but for tags.

Proposal

Have a corresponding attribute on_tag_delete similar to on_stop that would keep track if a tag is deleted in a repository.
