System hook to signal Application Settings change

When an Application Setting is updated, it would be good to be able to fire a System Hook for administrators to keep track of system configuration drift. This is useful for auditing purposes and detecting the drift as it occurs.

Currently, application setting drift can only be detected by regularly polling the API and comparing against a previously saved baseline.
