Improve test summary information on job logs page

Problem to solve
#404654 (closed) added test summary info to the job logs page. However, in its current format it doesn't communicate any critical about the tests, like the number of failed tests. Users have to go to the detailed report to find out how many jobs passed and failed.
Intended users
User experience goal
Reduce the number of clicks to information critical to user's primary job on a page.
Proposal
For Jobs with failed tests:
Test summary: 1 of 4236 failed
Test summary: 4236 passed
For jobs with no failed cases: 4236 passed
