Enable internal api by default and update documentation

Background

Currently, in the helm chart, customers need to set up Zoekt internal API manually or add nodes via rails console.

Proposal

As part of this issue, we need to enable internal API by default as well as update Zoekt helm chart documentation so that it's very easy to enable. I was thinking zoekt.enabled=true and defining PVC size.
