VSD - panel content should be responsive on smaller screens

Problem

Currently the Usage overview and Comparison metrics table panels within the Value Stream Dashboard does not scale correctly when viewed on smaller screens / mobile devices.

Proposal

• Look at the content in each panels and propose the responsive state
• Create implementation issues/MRs for which panels types need to be addressed
