Filter Fleet dashboard metrics by runner tags - Admin View

Release notes
The Fleet dashboard - Admin View includes metrics for top-level group runners, but there was no way to filter these metrics by runner tag. Since many users use runner tags to organize their runners, you now will have the ability to see metrics per tags or groups of tags, including queue wait time, active runners, and runner health.
Problem to solve
For customers who self-manage runners, it is very important to be able to see runner metrics by tag, as they organize their fleets using tags. Seeing metrics for all group runners is not as useful for these users as runners with specific tags are meant for different use cases. Some customers for example, do not use the docker machine, or kubernetes executors. In that scenario, the runner tag is the important unit or entity.

The user should be able to see runner metrics for one or more runner tags.
Proposal
- Use https://gitlab-org.gitlab.io/gitlab-ui/?path=/story/base-filtered-search--with-multi-select as the component, but only should support the = operation
- Use tag colors (blue-100 bg and blue-700 text) for selected tokens
- Only support the and operation
