Add server-side repository backups to backup-utility for Cloud Native Hybrid

Problem to solve

Server-side repository backups are now available for Linux packaged deployments via gitlab-backup. However, it is not supported for Cloud Native Hybrid (CNH) via the backup-utility.

Proposal

Add support for server-side repository backups to the backup-utility.

Also:

• Test the change in a CNH environment
• Document how to use it

Later:

• Take advantage of it everywhere that references backup-utility and the old way of backing Git data

Intended users

• Sidney (Systems Administrator)
