Strange disabled menu option behavior

Action

When viewing the Add new criteria menu, the new age item was disabled, but still clickable. It also wasn't clear how to enable it. We should figure out a way to make it unlickable while also communicating to the user what they need to do to enable it. It's possible that this is a technical constraint that is forcing us to make it clickable, but this is a strange behavior for something that is disabled, yet clicking it does nothing.

Solution

Tooltip should be show when user hover on the row, not only the disabled badge. And it shouldn't be clickabled, it means when user click on it, it does nothing, don't close the dropdown.
