Linking to H-tags in descriptions of Issues/MR's doesn't change the visual of the url

Problem

When using h1 h2 h3 h4 h5 h6 in descriptions of issues and MR's we show a linkable icon animation to indicate users can reference this tag in a comment or other place:

However when using such a link, this is displayed as any other issue or MR mention.. even though it links to a section within the description of that issue or mr. This makes for unreadable links.. or at least there is no way of knowing where this links to within the issue or MR, or even that it links to something within an issue or MR.

Proposal

Make it look like:

#4381(Problem)

or

#4381(###Problem)

What to do with Long h tags?

Concatenate to max 15 chars:

#4381(Some long secti...)

or

#4381(###Some long secti...)
