Add the detailed view for pods and services

Proposal

Add a drawer with a detailed view for pods and services on the environments page. Reuse the same component created for the Kubernetes dashboard.

Open the drawer when the user clicks on a pod or a service in a table. Close the drawer when the user hides the current environment or Kubernetes overview section.

@anna_vovchenko The "close the drawer" logic seems to be overly complex only because this view shows up in the environment list page. Would it make sense to ship Move the cluster UI component under the environ... (#431746 - closed) first? Do you plan to add the detailed view in %16.9 or would that be unlikely to fit the milestone? @emilybauman plans to design the final place for the cluster views in %16.9.

@nagyv-gitlab, good point! It would make sense to wait for the new environment details page. It would probably make sense to do the details page first and then start updating the Kubernetes view, but it's also fine to start working on the pods list now.
