Proposal: Add projects pending deletion to the Inactive tab in Explore > Projects

Problem

Users can currently not easily access deleted projects that they are the Owners of. We can add these projects to the Explore > Projects --> Inactive tab.

Proposal

• Add projects pending deletion to the Inactive tab.
• In Inactive, add status badges to both archived and deleted items at the same time, so that users are able to distinguish them
• Archived and deleted projects that the user has access to should be listed in Inactive.
