Build an E2E test GitLab in Vue Compat in CI

To better track progress of the Vue 3 migration, we should run frontend rspec jobs in Vue Compat mode. This will let us easily spot parts of the application that aren't Vue 3 ready in an automated fashion in areas where there is good capybara/rspec coverage.
