When product analytics is not enabled custom dashboards show no visualizations or empty state

Problem to solve
With Users can add product analytics visualizations ... (#424631 - closed) we are only showing built-in product analytics visualizations when product analytics is enabled. This results in the visualization selection list to be empty with no indication to the user on how to proceed.
Proposal
Add an empty state to the visualization selection list in the event that no visualizations are returned. This empty state should point the user to our custom visualizations documentation. It can't point to the visualization designer as this feature requires product analytics to be enabled and onboarded.
This affects both the project-level where product analytics can currently be enabled and the group-level where product analytics doesn't currently exist.
