Deprecation Issue: Run after_script for cancelled jobs

Deprecation Summary

The after_script step in a job configuration will no longer be skipped for cancelled jobs (i.e. Only when the pipeline status is canceled . See all possible attributes for status in https://docs.gitlab.com/ee/api/pipelines.html#list-project-pipelines)

Breaking Change

Users should ensure that any tasks in the after_script section are suitable to be run after cancelled jobs. Configuration should be updated if necessary.

Affected Topology

Both Self-managed and SaaS users are affected by this change.
