Actionable Insight 2 from UXS - Static Analysis FY24-Q4 - Onboarding to use SAST

Insight

When successfully creating a new project with the SAST toggle selected, but the user doesn't complete setting up SAST and they create a new MR we need to ensure they are aware of this.

Action

During their first MR, we need to provide prominent feedback that SAST has not been enabled yet, and they need to follow "these steps" in order to do so. Somehow we need to ensure the user knows that they have not yet completed enabling SAST and what they need to do in order to complete it.
