Add REST API to update pages settings

Proposal

Following #436932 (closed) , it would also be a good idea to have an API to manage page settings:

• Use unique domain
• Force HTTPS

Previous issue added an API to read the settings of the pages deployment of a project, so it is very linked. It will also help wrapper projects like [Scribouilli](https://scribouilli.org/ (in french).

This issue is Seeking community contributions and @kassio may help also.
