Create CRUD apis for namespace filters for consolidated instance level external audit event destinations

Add create and delete apis for namespace filters for consolidated instance level external audit event destinations. These namespace filters will allow users to filter their audit events being streamed to a certain external destination of a specific project or group of the instance.
