Add create and delete apis for namespace filters for consolidated group level external audit event destinations.

We already have namespace filters for groups, but that is only for http streaming destinations https://docs.gitlab.com/ee/administration/audit_event_streaming/graphql_api.html#namespace-filters, we need to make it for consolidated group destinations.
