Create service_ping_access scope for admin PATs

Desired Outcome

Access to Service Ping payloads can be restricted so that only instance admins can create a way to access those.

Proposed Solution

An additional scope for PATs for instance admins exists called service_ping_access or similar can be created in the User settings for Instance Admins

How to verify

As an instance admin try to create a PAT and you're able to enable/disable the new scope.
